Gov.-elect Mike Pence has announced reappointments to his Administration within the Indiana Department of Environmental Management, Bureau of Motor Vehicles, Hoosier Lottery, Finance Authority and War Memorials Commission. Thomas Easterly will remain as Commissioner of the Indiana Department of Environmental Management, where he has succeeded in improving the quality of Indiana’s air and water and streamlined the environmental permitting processes. Easterly, originally appointed Commissioner in 2005, previously served as president of Environmental Business Strategies, Inc., a consulting firm that provided environmental technical and regulatory assistance to manufacturing companies. He has held positions with the New York State Department of Environmental Conservation, Bethlehem Steel Corporation and NiSource, Inc. Easterly earned his bachelor’s and master’s degrees from Rensselaer Polytechnic Institute (RPI) and currently resides in Indianapolis.”For more than 30 years, Thomas Easterly has worked tirelessly to protect the environment and the health and safety of the people within his community,” said Gov.-elect Mike Pence. “His commitment to continuing Indiana’s environmental progress while simultaneously improving efficiency within IDEM will benefit Hoosiers for generations to come.”
Scott Waddell will continue as Commissioner of the Indiana Bureau of Motor Vehicles, overseeing continued improvements in agency efficiency and responsiveness in the coming years. Waddell was named Commissioner in 2010 after formerly serving as chief of staff and deputy commissioner for policy within the BMV. Prior to his time in state government, he owned and served as president and CEO of Standard Locknut, Inc., a precision component manufacturing company in Westfield. Waddell is a graduate of Indiana University and lives in Indianapolis.
Pence said, “Scott Waddell has capably served the people of Indiana from within the BMV and has the skills and background necessary to continue the agency’s progress for Hoosiers in all corners of the state.”
Karl Browning will continue to serve as Hoosier Lottery Executive Director. Browning was initially appointed to the position in 2011, following time spent serving on Gov. Daniels’ cabinet as Chief Information Officer for the Office of Technology and Commissioner for the Indiana Department of Transportation. Prior to his service in state government, he served as Senior Vice President and Chief Information Officer of Golden Rule Insurance.
“We look forward to Karl Browning continuing his public service in our Administration,” said Pence. “He has a proven record of leadership and results within a number of agencies, and we are confident he will bring accountability and continued improvements to the State Lottery in the years ahead.”
Kendra York, initially named Public Finance Director of the State of Indiana in 2011, will remain in that role in the new Administration. York, of Bargervsille, previously served as General Counsel and Chief Operating Officer to the Indiana Finance Authority. During her time at IFA, she has worked to ensure efficiency by managing all aspects of both legal and operational processes. Prior to public service, York worked for Ice Miller and focused on tax-exempt financings for the State of Indiana and health care institutions. She earned her bachelor’s degree from Indiana University, her master’s from California State University and her law degree from the University of the Pacific.
Pence emphasized the impact York will have on Indiana’s economic future. “Kendra York has spent her career working toward efficiency and cost-effectiveness. She will serve the state well and help to facilitate state, local government and business investment in all corners of Indiana.”
Brigadier General, USAF (Ret) J. Stewart Goodwin will continue to serve as Executive Director of the Indiana War Memorials Commission, which operates more than 24 acres of property in downtown Indianapolis including museums and monuments honoring Hoosier veterans. Most recently, Goodwin served as Assistant Adjutant General for Air and Commander of the Indiana Air National Guard before retiring in 2011 after 37 years of service. He earned his commission in 1971 and has served in all three components of the Air Force – Active, Reserve, and Guard. The General has held a multitude of both operational and support positions within the military including Intercontinental Ballistic Missile Launch Officer, Chemical Warfare Defense, Air Base Survivability Officer, and Chief of Staff of the Indiana Air National Guard. Goodwin earned a bachelor’s degree from the University of Evansville and a master’s degree from Central Missouri State University.
Pence said, “General Goodwin has an extensive history of public service to our state and nation. The Indiana War Memorials and the Hoosiers they both honor and serve will remain in good hands under his leadership.”
